Description

·  Open the market to new entrants by means of an authorization process;

·  Remove unreasonable barriers to entry for new competitors;

·  Oversee interconnection arrangements between networks; and

·  Ensure that the competitive market continues to supply both high-cost areas and low-income users.

Course Objectives
