The spread of new technology and the trend towards increased liberalization and privatization have opened up telecoms markets but have also resulted in increased regulatory intervention in order to:
· Open the market to new entrants by means of an authorization process;
· Remove unreasonable barriers to entry for new competitors;
· Oversee interconnection arrangements between networks; and
· Ensure that the competitive market continues to supply both high-cost areas and low-income users.
